The Trump Administration Released a Plan to Fight Climate Change. It Could Actually Make Things Worse

The Trump administration on Tuesday proposed relaxing pollution standards for power plants nationwide, a move that could slow the decline of United States carbon emissions and lead to hundreds more premature deaths and thousands of asthma attacks and missed school days.

The Environmental Protection Agency (EPA) unveiled Tuesday the Affordable Clean Energy (ACE), giving states broad authority to determine how to restrict their own emissions. The Trump plan lacks any national goal in comparison.

The proposal lays out several possible pathways that individual states might use for regulating coal-fired power plants, and what the consequences would be for pollution and human health in each case.

"The cost to society in increases of death and other outcomes from air pollution are greater than the cost to industry from removing the Clean Power Plan", West said. In fact, it is exactly what Trump and Wheeler's fossil fuel friends want, especially since they are losing money as the US economy continues to rapidly move away from fossil fuels and toward cleaner, cheaper competitors like solar and wind. Despite the best efforts of Trump, Wheeler, and their pals in the fossil fuel industry, clean energy is winning nationwide and helping to reduce the pollution that harms our families, our climate, our air, and our water. Coal companies continue to retire coal plants at the same rate under Trump as they did under his predecessor - about one every 16 days - in red and blue states alike.

Nonetheless, EPA's new Regulatory Impact Analysis concedes that replacing Obama's plan with Trump's will mean foregoing as much as $4 billion a year in net benefits from 2023 to 2037.

"A coal plant that operates more efficiently may be called upon to run more hours, increasing the total amount of Carbon dioxide emitted overall", Lissa Lynch, an attorney for the Natural Resources Defense Council, said in a statement.

The support for coal, however, comes amid shifts in the energy landscape.

The White House rejects that criticism.

The CPP required states to come up with plans to reduce carbon dioxide from existing power plants, aiming to cut emissions 32 percent below 2005 levels by 2030.

The transforming energy market - cheap, abundant natural gas is displacing more carbon-heavy coal - is helping keep a lid on emissions, but the new Trump administration plan does not provide any meaningful cuts and could even make the situation worse by propping up old coal plants.

The implementation of those rules were halted by the Supreme Court in 2016, to give the courts time to consider the arguments over whether the Environmental Protection Agency (EPA) had exceeded its legal authority.

Some critics of the administration's plan to scale back the limits on climate change emissions noted the timing of the proposal.

Trump, who is expected to tout the plan at a rally Tuesday night in West Virginia, loves what he has called "beautiful, clean coal" and has launched a widespread effort to save the energy source from disappearing from the US energy mix.

An EPA study forecast that compliance costs relative to the CPP would be slightly lower or higher depending on the assumed cost of making efficiency improvements to the coal-fired plants.

The new plan will result in deaths. The plan is expected to address power plants individually rather than across the electric grid as the EPA proposed under Obama.

"Once again, this administration is choosing polluters' profits over public health and safety", he said.

"This is all about coal at all costs", she said.

"We're the only country in the world doing this, looking at coal as the future instead of understanding the future is about clean air, the future is about clean energy", Gina McCarthy, the former EPA administrator under Obama, said on CNN.
