YouTube to have stricter policies in monetizing channels after user's controversial video

YouTube Increases its Minimum Thresholds for Earning Revenue

Google has courted controversy after introducing new ad rules on YouTube, that would stop ads on channels that get less than 4,000 viewing hours a year. In addition, YouTube will also review violations of community guidelines against each channel which applies for the YPP.

To put it simply, YouTube wants to stifle out small content creators from the pool, allowing a cash flow that circulates between channels with a high, subscriber loyalty. The requirements shouldn't be too onerous for creators who already have a large audience but are likely to make it more hard for those just getting started to make money.

A significant number of channels are expected to be impacted by the change. Google says 99% of channels below the new threshold were making less than $100 per year in ad revenue, so it's not taking away someone's livelihood with this move.

YouTube is promising advertisers that all videos sold as part of its "Google Preferred" ad offering will soon be vetted by real people. Google plans to complete the reviews in the U.S.by mid-February.

Many small video bloggers, just shy of the 1,000-subscriber threshold, are now appealing for followers, with some offering to promote channels to help them over the qualifying line. To solve this, YouTube has begun working with Integral Ad Science (IAS) and DoubleVerify, while exploring partnerships with Openslate, comScore, and Moat also. The 22-year-old vlogger removed the video. On top of the "allowed" behavior of YouTube celebrities, these new policy changes are a stinging blow to the smaller creators and community of the platform. She announced that YouTube's trust and safety teams would grow to more than 10,000 employees in 2018. The recent removal of creator Logan Paul from the Google Preferred program following his posting of a video showing a suicide victim is just the most recent example of how YouTube is dominating the broader conversation around digital content quality. Paul's actions drew widespread condemnation for both himself and YouTube.

In their blog post, Mohan and Kyncl acknowledged that the changes announced Tuesday won't necessarily create a solution for incidents like the ones that PewDiePie and Paul created in 2017. Pewdiepie lost a deal with Disney, but aside from removing him from Google Preferred, an elite advertising program that brings more ad revenue to a channel, he suffered no repercussions on YouTube.
