South Korea deploys U.S. anti-missile launchers amid clashes with protesters

Protesters upset with THAAD system in South Korea

South Korean officials say THAAD will strengthen the country's missile defenses, which now rely on Patriot-based systems, and will deter North Korea, which has missiles that can be fired from road-mobile launchers or submarines.

"Without political and diplomatic tools, it is very hard to shift the situation" on the Korean peninsula, Putin said at the Eastern Economic Forum in Vladivostok on Wednesday.

Calling the region an intersection between Russia's new policy to direct diplomatic focus towards Eastern Asia, and Seoul's (quote) "New Northern Policy", which includes North Korea, President Moon announced Seoul and Moscow will establish a 2-billion-dollar-worth loans and investments platform that focuses on supporting the Far East development project. "We estimate this was far bigger than previous nuclear tests".

"We too, are against North Korea developing its nuclear capabilities and condemn it, but it is worrying cutting the oil pipeline will harm the regular people, like in hospitals", Putin said, according to the South Korean presidential official.

He told reporters before his departure from Japan that "We must make North Korea understand there is no bright future for the country if it pursues the current path".

A THAAD battery normally consists of six launchers capable of firing up to 48 interceptor missiles, but only two have been operational.

Putin said he and Abe discussed the prospect of a peace treaty ending World War Two hostilities.

Moon had alarmed Tokyo when he indicated on August 17 he may differ from the view of his predecessors on these issues by saying that individuals are still qualified to claim reparations, echoing a South Korean supreme court judgment. The North says it detonated a hydrogen bomb in its sixth nuclear test on Sunday.

The agreement, last amended in 2012, was in the process of being changed in the wake of a series of missile tests by North Korea this year after Moon took office in May, including two intercontinental ballistic missile launches.

It described it as a "tentative" step to counter the growing threats from North Korea.

Experts say the distance and trajectory achieved in recent missile tests show that North Korea's claims to be able to hit the United States could be legitimate.
