John McCain's return sets stage for big Senate health bill vote

Senate Majority Leader Mitch McConnell hopes the chamber can finish work on a bill by the end of the week.

The most prominent Republican to oppose the repeal-only bill was John McCain of Arizona, who only returned Tuesday to the Senate after a two-week-long abstention due to his medical condition.

Seven Republicans joined all Democrats Wednesday in a 45-55 vote defeating the plan, which would have repealed much of Obama's law without replacing it with anything.

The United States Senate has rejected a Republican bill to repeal the Affordable Health Care, popularly known as Obamacare which has been relentlessly criticised by President Donald Trump.

But the parliamentarian advised that the language would violate the rules of reconciliation, the fast track budget maneuver Republicans are using that only needs 51 votes and is immune to Democratic filibuster.

McCain bemoaned the lack of legislative action in Congress, and his party's secretive process in working on repealing and replacing Obamacare. And just his unexpected presence could make it more hard for some Republicans to vote against even considering the procedural bill, the Associated Press reported.

Analysts believe that the "skinny repeal" proposal, which only would strike the most disliked parts of the ACA but keep the rest intact, has the best chance of passing the Senate.

The skinny repeal would take out requirements for individuals and employers to get health insurance - a feature that is central to the Affordable Care Act's goal of expanding risk pools and lowering costs.

Three Senate Republicans came out against this idea last week: Susan Collins, Shelley Moore Capito and Lisa Murkowski.

After the CBO's assessment was revealed Wednesday evening, Senate Minority Leader Chuck Schumer slammed his Republican counterparts on the Senate floor, calling ongoing arguments on the matter a "sham". He said, "Now we move forward towards truly great health care for the American people..." They're making plans to try to pass a narrowly focused bill undoing just a few of the most unpopular elements of Barack Obama's landmark health care reform law.

McConnell will ask senators whether to begin debate on the healthcare bill passed in May by the House of Representatives. If a compromise is reached, it's back to the Senate and House to vote on it.
