Chicago police cite reforms after 3 indicted

Three current and former Chicago police officers were indicted on Tuesday on felony charges for conspiring to cover up the shooting death of a black teenager by a white officer, prosecutors said.

Patricia Brown Holmes - appointed special prosecutor last July to investigate officers at the scene and involved in the investigation of the shooting - said in a news release that the three - David March, Joseph Walsh and Thomas Gaffney - "coordinated their activities to protect each other and other members of the Chicago Police Department", including by filing false police reports, ignoring contrary evidence and not even attempting to interview keys witnesses.

A Cook County special grand jury approved the three-count indictment Monday and the charges were filed Tuesday.

This is a developing story. The shooting led to large-scale demonstrations, especially after the police video was released.

The officers allegedly lied about what occurred and mischaracterized the video recordings so that investigators would not know what happened and that the public would not see the video recordings, Holmes claims.

McDonald was shot 16 times in October 2014 by Chicago Police Officer Jason Van Dyke.

Chicago police didn't immediately respond to the charges. Van Dyke was charged with six counts of first-degree murder and one count of official misconduct in 2015 after dashcam video was released of the incident, and again charged this March with 16 counts of aggravated battery with a firearm, ABC 7 reports.

The three officers conspired to hide the true facts surrounding McDonald's killing in order to protect their fellow officer from criminal investigation and prosecution, the indictment said.

April 12: A task force established by Emanuel to look into police practices in the wake of the McDonald shooting says the department must acknowledge its racist past and overhaul its handling of excessive force allegations.

The officers will be arraigned July 10.

March, 58, and Walsh, 48, were police veterans of more than 30 years and about 20 years, respectively.

The Chicago Police Department has moved to fire Walsh, who was Van Dyke's partner, the station reports.

She also noted that her investigation is ongoing.

August 18: Superintendent Eddie Johnson says that seven Chicago police officers should be fired for filing false reports in the McDonald shooting. Police statements that McDonald was threatening Van Dyke with his knife were also lies, the document says.

They are also accused of coordinating with one another and attempting to hide the conspiracy from other law enforcement authorities.

June 3: Media reports say the city of Chicago and the Justice Department have negotiated a draft agreement that calls for an independent monitor to oversee reforms for the police force, which is the nation's second largest.
