Trump's health care budget means deep cuts for safety net

President Trump's proposed budget would likely result in billions of dollars of cuts to vital health and human services programs in California, state Democratic lawmakers and advocates for the poor said Tuesday. The budget assumes full passage of the House-passed version of the American Health Care Act (AHCA) to repeal and replace ObamaCare, which cuts Dollars 839 billion from Medicaid and pulls funding from Planned Parenthood.

For years, conservatives warned that liberals were "defining deviancy downward". But it appears to break Trump's promise not to cut Medicaid. According to the Kaiser Family Foundation, there were 74.6 million Americans enrolled in Medicaid or the Children's Health Insurance Program in March of this year.

U.S. Sen. Martin Heinrich, also a Democrat, was also highly critical of the budget.

Under President Donald Trump's proposal, the United States would spend 29.1 percent less on the State Department and "other worldwide programmes" in the 2018 fiscal year compared to 2017, a decrease of $11.5 billion.

Plus not all Senate Republicans criticized Trump's budget proposal. Sen. "We need to balance the budget and reduce our nation's deficit but we can not do this on the backs of middle-class families, which is exactly what the president's budget would do".

That's because Trump's balanced budget is built on unrealistic assumptions - not to mention proposed spending cuts that would largely come at the expense of the poor, the disabled and children.

Pearce also praised the "support Los Alamos National Lab, Sandia National Lab, and WIPP". It cuts the corporate tax rate to 15 percent. A plan to eliminate the federal Housing Trust Fund could cut $10 million in affordable housing help that the state received past year. That is down by almost 7,000 from the previous February.

Trump's budget pointedly doesn't touch Medicare and avoids Social Security's retirement program.

Trump budget director Mick Mulvaney, defending an administration that promises more economic growth than many think it can deliver, said Tuesday it's the Obama administration that went overboard in its forecasts for growth. Bernie Sanders, I-Vt., calls the budget a massive transfer of wealth from working families and the elderly to the wealthiest 1 percent.

As White House OMB director Mick Mulvaney absurdly put it, the government should show "compassion" for low-income Americans but it should "also...have compassion for folks who are paying [for] it".

"Isn't it reasonable to at least ask the question, 'Are there people on that program who shouldn't be on there?"' Mulvaney asked. With 10,000 baby boomers hitting retirement age each day, and an official unemployment rate of 4.4 percent, it would be hard for the USA economy to grow as fast as the administration envisions without enlisting an army of new workers.

Much of the media focus on the cuts has been to cuts that will impact states that voted for Trump, especially in the Rust Belt.
