Charlotte City Council blasted over police shooting reaction

As presidential candidates Hillary Clinton and Donald Trump on Monday addressed the issue of race relations during a televised presidential debate that was watched by millions of viewers, the issue was also being hotly debated at a tense city council meeting attended by hundreds of citizens in the embattled southeastern US city of Charlotte, North Carolina.

On September 20, 2016, Keith Lamont Scott, 43, was shot and killed by a police officer at a Charlotte apartment complex. They refused to stand for the Pledge of Allegiance and many called for the mayor and the police chief to step down, shouting and heckling the council.

"It's going to be rough in these streets until you give justice to our people", said the Rev Milton Williams, the final speaker in a three-hour session. You don't deserve to be mayor of this fine city.

Numerous speakers carried signs expressing their anger.

Saturday's release of partial clips of police video of the incident has raised more questions than it answered. Lawyers for a coalition of media groups have written a letter asking for more video footage and other information related to a fatal police shooting. They have urged the police department to release all other video footage it possesses, as well as audio recordings of communications that could clarify how the situation unfolded. It's also impossible to see from that footage whether Scott had a gun or not.

Khasha Harris told city council members: "We have no reason to trust you, and you're giving us even less".

Some speakers brought their children, not only to share in the moment, but in several instances, to address the council.

"We need Chief Putney to step down, we can not trust him, he has not been honest", one protester addressing the council said.

Councilman Al Austin said he's cried for the city, Scott's family and Justin Carr's who was shot during the protest. "Tuesday was the boiling point, and it's getting hotter".

Police say officers saw Scott with a gun, prompting the plainclothes officers to leave the area, put on vests and then return to detain Scott.

"The shooting death of Keith Lamont Scott is part of a systematic pattern of anti-black sanctioned violence not only here in Charlotte but the state and the nation", said Cherell Brown of Greensboro. The footage includes body camera video from another officer but not the black officer who fatally wounded Scott.

On Monday, law enforcement sources confirmed that the gun officers found in possession of Keith Scott at time of shooting was stolen. In a news conference Friday, Putney and Roberts initially said they couldn't because it could jeopardize the State Bureau of Investigation's probe, and the SBI must decide if the video should be released, according to The Charlotte Observer.

Police have yet to identify the officer who was wearing the body camera.

However, the issue with this footage is that the audio is missing, which means two things: details from moments leading up to the shooting are absent and the officer failed to activate his body camera until after the shooting.
